Consumers Have the Right to Demand Transparency in Utility Billing – PURC

He emphasized that consumers have the power to request explanations on billing and metering processes from utility providers like NEDCO and Ghana Water Company Limited.

The Public Utilities Regulatory Commission (PURC) has reminded consumers of their right to demand information on metering and billing processes from their utility providers.

According to the PURC, this right is guaranteed under L.I 2413, rules 3 and 4 of the Public Utilities Regulatory Commission.

Speaking on the Big Mike Breakfast Show, with David Adapuna, on March 27, 2025, the Upper East Regional Manager, Seth Kponyo, emphasized that consumers have the power to request explanations on billing and metering processes from utility providers like NEDCO and Ghana Water Company Limited.

“You can walk to NEDCO and Ghana Water offices and ask them to explain whatever goes into their billing and metering processes”, he revealed.

Kponyo also urged consumers to report any violations of their rights to the PURC.

“When you are denied that information, your rights are violated. Once those rights are denied, lodging a complaint with the regulator (PURC) is an easy option for you”, he stated.

While emphasizing consumer rights, Kponyo also reminded consumers of their responsibilities, particularly paying their utility bills regularly.

“Rights go with responsibilities and one of the responsibilities of consumers is to pay their utility bills”, he said.

The Public Utilities Regulatory Commission (PURC) under the Public Utilities Regulatory Commission Act, 1997 (Act 538) to regulate the provision of electricity, water, and natural gas utility services. Its functions include setting guidelines for utility rates, protecting consumer interests, and promoting fair competition among public utilities.
