It is with utmost responsibility and humility that I warmly welcome you all to this Media Soirée, a platform through which we celebrate, share, and reflect on the collective achievements of the Upper East Region under the visionary leadership of His Excellency John Dramani Mahama, President of the Republic of Ghana.
It is therefore in his honour that I, with the dedicated support of my able lieutenants, our Municipal and District Chief Executives, present an account to the people of the Upper East as we collectively pursue the Resetting Agenda promised to the people of Ghana by the National Democratic Congress (NDC), after one year in office.
Before I proceed, permit me to express my profound appreciation to you all for honouring this invitation and gracing this occasion with your presence. This gathering marks my first major media engagement since assuming office as the Upper East Regional Minister, and I am deeply encouraged by your turnout. Your presence this evening eloquently affirms your willingness to perform the indispensable role of the media in informing, educating, and shaping public opinion, and I am both honoured and delighted to engage you on this important platform.
GOVERNANCE AND LEADERSHIP
Since assuming office, I have demonstrated strong leadership anchored in inclusiveness, consultation, and results-driven governance. Through structured engagements with political stakeholders, traditional authorities, security agencies, and Hon. Assembly Members, I successfully supervised the confirmation of all Municipal and District Chief Executives (MMDCEs) across the Region. Although the process initially encountered resistance in some districts, it was effectively resolved through dialogue and consensus-building, thereby ensuring political stability and administrative continuity.
In line with statutory requirements, I have so far presided over two (2) Regional Coordinating Council (RCC) meetings in 2025, which have provided a strategic platform for policy coordination, performance review, and collective decision-
making to advance regional development. These engagements have strengthened coordination, supervision, and performance monitoring, while ensuring strict adherence to national policy guidelines.
I have also paid courtesy calls on Paramount Chiefs, traditional authorities, religious leaders, and other key stakeholders to deepen collaboration between government and the people. These engagements recognise their critical role in peace-building, community cohesion, and development mobilisation across the Region.
I also undertook the renovation of the Presidential Lodge to restore and enhance its status. This intervention became necessary after the entire floor tiling of the facility lifted, posing both safety and aesthetic concerns. The renovation works have since addressed these defects to ensure the lodge meets acceptable standards befitting its purpose.
Additionally, I am actively pursuing the renovation of the Big House and other major structures within the enclave, with the support of the Presidency. In this regard, I made the Architectural and Engineering Services Limited (AESL) to undertake a comprehensive assessment and prepare detailed cost estimates for the required works. These estimates have been duly forwarded to the Presidency for consideration.
PEACE AND SECURITY
Peace and security remain a top priority for Government and for my stewardship as Regional Minister.
I am pleased to report that the Upper East Region has recorded significant improvements in peace and stability, an accomplishment I am proud to share with the media today.
While challenges persist, particularly in Bawku, overall security in that enclave has improved, and the region is generally safer for our communities and businesses. Through the Regional Security Council (REGSEC), we have intensified surveillance, intelligence gathering, and earlywarning systems, and strengthened joint operations among our security agencies. These proactive measures have directly contributed to enhanced safety, stability, and public confidence across the Region.
Beyond this, we are also actively addressing criminal activities, including motor snatching and robberies in Talensi, Zaare, Soe, market places and other parts of the region, through coordinated security interventions and community engagements, particularly market security committees in the markets.
Beyond crime prevention, we have facilitated structured dialogue and targeted mediation in key conflict areas, which have significantly reduced tensions, rebuilt trust, and fostered a culture of restraint, cooperation, and peaceful coexistence. Key interventions include:
• The Bolgatanga Skin dispute • The Tongo-Beo and Zuarungu boundary disputes • Mining-related tensions in Talensi •Doba-Kadinga law dispute
Through these efforts, we are creating a more secure and stable environment, which is fundamental for socioeconomic development, investment, and the overall wellbeing of our people.
TRAFFIC LIGHTS AND STREETLIGHTS
Traffic lights in the Region have not been functioning as expected, with many operating only on amber mode or completely out of service. This situation has unfortunately contributed to a number of accidents, particularly at the SSNIT traffic intersection and the Library Junction. To address this, I made efforts and got faulty ones repaired, and for permanent solution, I am engaging the Ministry of Roads to decentralise the maintenance contracts so that faults can be attended to more promptly and efficiently.
On the part of streetlights, the RCC received and distributed 3,413 boxes of 150-watt LED streetlights to Municipal and District Assemblies to improve lighting at key locations and targeted communities. This intervention is aimed at enhancing visibility, deterring crime and strengthening public safety and security across the Region.
At the same time, we acknowledge that challenges persist with the existing streetlighting system. Repair works are currently ongoing within the Bolgatanga Municipality, with faulty lamps being replaced. The major causes of outages include the series connections, defective photocells and acts of vandalism, where unscrupulous individuals cut electrical cables. The Regional Coordinating Council, in collaboration with the Assemblies, is taking decisive steps to address these challenges and restore full functionality to ensure safer roads and more secure communities.
MINING
On the issue of mining, Government remains firmly committed to promoting responsible and sustainable mining practices in the Upper East Region. In collaboration with the Minerals Commission, the Environmental Protection Agency, traditional authorities and the security agencies, we have intensified monitoring and enforcement to clamp down on illegal mining activities that threaten our water bodies, farmlands and the environment. At the same time, we are engaging small-scale miners and local communities to encourage compliance with regulations and promote safer mining methods to protect livelihoods and natural resources.
As part of this effort, I personally led a REGSEC operation into the Tilli Forest along the Red Volta and later to the Naaga Forest, which resulted in the arrest of seventy (70) illegal miners, including foreign nationals from Togo and Burkina Faso. Mining equipment were seized, and all suspects have been arraigned before the Circuit Court and are currently facing prosecution.
As Chairman of REGSEC, I led several mediation efforts to address mining rights-related disputes between small-scale miners and large-scale mining companies in the Talensi District. These interventions have helped ease tensions, restore dialogue, and promote improved cooperation among the parties. However, some underlying issues persist and will require sustained engagement to achieve lasting resolution.
My Friends of the media, in view of the fact that about ten (10) out of the fifteen (15) districts have gold deposits that must benefit our people, the Regional Coordinating Council, in collaboration with the Minerals Commission, has submitted a list of mining communities to the Ministry of Lands and Natural Resources for engagement with concession holders to release portions of their concessions for youth participation under the Corporate Mining Scheme. The beneficiary communities include Teshie, Sapeliga, Santeng, Tarkwa, Bongo, Kadema, Naaga, Bechisi and Nabdam. These interventions demonstrate Government’s commitment to curbing illegal mining while creating lawful and sustainable livelihood opportunities for our young people.
JUSTICE DELIVERY
Distinguished members of the media, in response to the challenges associated with transporting remand prisoners from Navrongo to the courts in Bolgatanga, as well as congestion at the Navrongo Prison arising from the Bawku security situation, I have initiated engagements with the Ghana Prisons Service and the Ministry of the Interior to establish a dedicated Remand Centre in Bolgatanga. This intervention will address the absence of a prison facility in the regional capital, ease logistical pressures on the Prisons Service, reduce delays in court proceedings and strengthen access to justice for remand prisoners. As part of this process, the Director-General of the Ghana Prisons Service paid a courtesy call on me on 22nd December 2025, during which we jointly inspected a proposed site for the facility. While the site identified may serve as a temporary solution, I am engaging stakeholders within the Bolgatanga Municipality to secure a more suitable parcel of land for the permanent facility. This project will significantly improve justice delivery across the Region and is fully aligned with the Resetting Agenda of His Excellency John Dramani Mahama, which prioritises human rights, institutional reforms and improved access to justice.
BAWKU REVITALISATION FUND
The Bawku Revitalisation Fund, announced by His Excellency the President, is a strategic initiative aimed at rebuilding livelihoods and accelerating development in Bawku. It addresses the long-standing socio-economic challenges arising from the prolonged conflict in the area.
The Fund will support key areas including infrastructure development, youth employment, women’s empowerment, small business growth, and social cohesion. It is designed to revive economic activities, support traders and farmers affected by instability, rehabilitate public infrastructure, and provide opportunities for skills training and entrepreneurship, especially for our youth.
This initiative reflects our firm belief that lasting peace must be reinforced by deliberate economic empowerment and targeted social investment.
As the Upper East Regional Minister and a member of the committee overseeing this Fund, I assure Ghanaians, particularly the people of Bawku, that every cedi will be used judiciously. Transparency, accountability, and measurable impact will guide the utilisation of these resources to ensure it directly benefit the people the fund is intended to serve.
I invite the media to monitor our work, as we commit to repositioning Bawku as a hub of commerce, agriculture, and cultural harmony.
PASSPORT SERVICES AND BOLGATANGA AIRPORT
In direct response to the legitimate demands of our people, the RCC with the support of the Ministry of Foreign Affairs and Regional Integration (MoFARI) and the good people of the region took decisive action to establish a Temporary Passport Application Centre in Bolgatanga, bringing essential services closer to our citizens. This intervention is a clear demonstration of our government’s commitment to responsive leadership. At the same time, we are vigorously engaging the Ministry of Foreign Affairs and Regional Integration (MoFARI) to ensure the swift completion of the permanent office, in line with the Resetting Agenda of the National Democratic Congress (NDC) to improve service delivery and deepen public trust in governance.
This strategic intervention has better positioned us, as a region, to galvanise the needed support for our long-awaited airport project, promised by His Excellency President John Dramani Mahama, which has now been duly captured in the 2026 Budget. I remain resolute in pursuing its full realisation, and I am pleased to announce that preliminary works are scheduled to commence by the middle of this year. This is yet another testament to His Excellency President John Dramani Mahama and the NDC’s Government unwavering commitment to strengthening regional connectivity and stimulating trade and tourism for accelerated socio-economic development in the Upper East Region.
24-HOUR ECONOMY MARKETS
All Municipal and District Assemblies (MMDAs) have duly submitted their land documents to facilitate the construction of the 24-Hour Economy Markets across the region. In a clear demonstration of the government’s commitment to this flagship initiative, 25% of the District Assemblies Common Fund (DACF) has been ring-fenced to support its implementation. Procurement processes are currently underway. This transformative intervention is expected to be completed within 36 months from the commencement date, and will create sustainable employment opportunities, stimulate local commerce, and significantly boost economic activity across our municipalities and districts.
BUFFER STOCK AND SCHOOL FEEDING PROGRAMME
The Buffer Stock Programme in the region has recorded significant improvements. Staffing levels have increased from two (2) to six (6), while the number of suppliers has expanded from eleven (11) to eighteen (18). These suppliers now provide eighteen (18) different food items to thirty-five (35) Senior High Schools across the region.
Food reserves remain a top priority. In this regard, plans are underway to renovate the region’s four (4) warehouses to enhance storage capacity and improve food security. These warehouses are situated at Zuarungu, Wiesi, Garu and Pusu-Namoo.
The feeding programmes in our Senior High Schools and basic schools have seen marked improvement in both quantity and quality. We currently have 920 beneficiary basic schools with 1375 caterers. While this progress is commendable, we recognize the need to do more to fully meet nutritional standards and accommodate the growing demand. These achievements reflect government’s unwavering commitment to improving food security, enhancing student welfare, and supporting education across the Upper East Region.
AGRICULTURE AND IRRIGATION DEVELOPMENT
Distinguished Members of the Media, over the period, the Region made strong gains in agriculture, with cultivated land increasing by 5 percent and production of key staples such as maize and rice rising by 4 percent. This growth was driven by good rainfall and government interventions under the Feed Ghana Programme, which expanded farmer registration from 8,221 to 10,314 and distributed over 19,000 bags of fertilizer. Support was also provided to 14 senior high schools to strengthen school farms. Livestock production increased by 8 percent, especially in guinea fowls and local poultry.
Under the Irrigation Company of Upper Regions (ICOUR), 100 young people have been trained in rice seed production at Tono, while about 1,000 farmers are set to benefit from the distribution of 20,000 kilos of rice seed and 3,000 bags of fertilizer under the HAPPY Project. To boost mechanisation, Government has secured a credit arrangement with the Chinese company Lovol to supply farmers with modern farm equipment.
In addition, to the GH¢100 million allocated to fish farmers in the 2026 budget nationally, a Memoranda of Understanding (MoU) have been signed with key partners to strengthen the agricultural value chain. These include an agreement with Vinkumans Company Limited to revamp the ICOUR Guest House and Club House, with Shield
Contractors Limited to establish a rice processing factory in Navrongo, and with the Ghana Prisons Service to promote cage fishing in the Tono Reservoir. These initiatives reflect Government’s strong commitment to youth empowerment, agricultural modernisation and value addition, aimed at driving economic growth and improving livelihoods across the Upper East Region.
The distribution of the 100 portable water pumps to farmers across the region will undoubtedly enhance irrigation and support all year-round farming, boosting crop production and strengthening food security across the Region.
In line with the NDC Manifesto which sought to transform Ghana through Agriculture under the resetting agenda of His Excellency President Mahama, I have since my assumption of office, worked closely with Hon. Members of Parliament and relevant government agencies to identify a total of 24,475 acres of potential irrigable land for development into commercial farming enclaves across the Binduri District, Bawku West District, Builsa South District, and the Kassena-Nankana Municipality. On the 8th of this month, I had the honour to lead the delegation of the Hon. Majority Leader of Parliament including engineers and private sector actors who are ready to partner government in this venture, to tour these identified sites on exploring viable modalities for developing them to promote all-year-round farming, with the ultimate objective of unlocking the vast agricultural potential of the Region in line with the Government’s 24-Hour Economy Policy.
EDUCATION
Ladies and Gentlemen, the Regional Coordinating Council (RCC) and Hon. MPs, in collaboration with the Ghana Education Trust Fund (GETFund), have secured a total of ninety-four (94) projects under the GETFund Emergency Intervention Programme to address critical educational infrastructure deficits in the region. This initiative is aimed at mitigating challenges associated with the double-track system and facilitating its phase-out.
This covers 17 SHSs, two (2) Kindergartens, ten (10) Junior High Schools, and thirteen (13) Primary Schools. The key beneficiary institutions include Gambibgo Senior High School, with 7 projects comprising a dining hall, dormitories, a science laboratory, and staff bungalows. Bolgatanga Sherigu Senior High School with eleven (11) projects, including an administrative block, dormitories, classroom blocks, toilet facilities, and bungalows. Pusiga Senior High School with six (6) projects, Kajarga Senior High School benefiting four (4) projects. Others include Azeem-Namoa SHS with 3 projects, Zamse SHS, Navrongo SHS with 2 projects, Sandema SHS with 3 projects, Azantilow SHTS with 3 projects Bawku SHS also with 3 projects, Yameriga E-Block and the Bolgatanga Central Technical Institute (BCTI) to benefit from a 6-Unit Technical Workshop.
The basic schools include Mognori JHS, Bachonsa JHS, Nyorkokor JHS, Tambalug Primary School, and Zamsa Kindergarten.
Beyond infrastructure, government recognises that quality education also encompasses moral upbringing, discipline, and character development. In this regard, we have restored the three-term academic calendar, strengthened Parent-Teacher Associations (PTAs), and reviewed the national curriculum in line with our reset agenda. These reforms are intended to enhance teaching and learning outcomes, deepen stakeholder engagement, and ensure that education remains relevant to national development priorities.
Over 666,000 sanitary pads have been distributed to girls in basic and second-cycle schools to boost attendance and promote gender equity. Government has also rolled out the B-STEM programme to 194 schools across all 15 districts, while fully implementing the standards-based curriculum in all 35 public SHSs to strengthen skills-based learning.
Together, these interventions underscore government’s commitment to expanding access to quality education, improving learning environments, and delivering holistic education across the region.
HEALTH
Members of the Media, the health sector has recorded notable improvements since our assumption of Government, with better service delivery, disease prevention, and access to essential medicines. The Ministry of Health has strengthened maternal and child health programmes, leading to improved outcomes for institutional deliveries. Family planning uptake has also increased, while OPD attendance remains strong, reflecting growing public confidence in the health system. The doctor-to-patient ratio has improved slightly from 1:17,173 to 1:14,072, though it still falls short of the target of 1:7,500.
Significant gains have been achieved under the Seasonal Malaria Chemoprevention programme, resulting in a sharp reduction in malaria cases and deaths among children under five. Surveillance for rabies and dog bites has also been strengthened to enhance early detection and response. Access to medicines has improved, with over 84 percent of suppliers delivering drugs to the Regional Medical Stores and overall availability reaching 88 percent. Similar progress has been recorded for non-medical consumables.
Despite these achievements, challenges remain, particularly in access to health facilities, infrastructure gaps, and shortage of doctors and specialists. In response, The Government has intensified the deployment of nurses, midwives, and community health workers while investing in training and capacity building. To address the shortage of doctors and specialists, the Ministry of Health through the RCC, in partnership with the University of Technology and Applied Sciences and the College of Physicians and Surgeons, is working towards the establishment of a medical school in UTAS and upgrading the Regional Hospital into a teaching hospital. Specialist training programmes will also be offered at the Regional Hospital, beginning with pediatrics and obstetrics & gynecology, with plans to introduce surgery and other specialties in subsequent years. Admissions for prospective students have already commenced, marking a critical step towards strengthening the region’s healthcare workforce
These figures underscore the urgency of ongoing efforts to attract and retain qualified medical personnel in the region, demonstrating Government’s strong commitment to improving healthcare delivery and saving lives
On the issue of the 26 doctors that were posted to the region, only five have so far reported, with 3 having assumed duty at the Regional Hospital, and one yet to assume duty at the Paga hospital.
Under the National Health Insurance Authority (NHIA), I am pleased to announce that, unlike in the past, the Authority has paid all claims submitted in December 2025, including those submitted earlier this January. As a result, no health facility can complain of indebtedness by the Authority. A new office facility has also been commissioned in Nabdam, bringing the total number of districts with active NHIA office operations to ten (10). Despite the conflict in the eastern zone, which has adversely affected coverage, the region has still achieved a coverage rate of 52 per cent, compared to the national target of 80 per cent by 2030.
Distinguished Ladies and Gentlemen, beyond service delivery, we are also strengthening healthcare oversight. In this regard, the RCC has provided office space for the Regional Health Facilities Regulatory Agency (HeFRA) on the ground floor of the RCC. HeFRA is responsible for registration, licensing and monitoring public and private health facilities to ensure safe and high-quality services. The office is staffed by a Regional Co-ordinator and four personnel, who are tasked with implementing the Agency’s mandate and promoting quality healthcare in the region.
PROVISION OF POTABLE WATER
Government through the CWSA made major investments to improve water supply in the Upper East Region. The Bongo Water Supply System was expanded to serve over 25,000 residents in Bongo Township, Borigo and Gorigo, increasing daily water production from 25 to 150 cubic metres. This was achieved through the mechanisation of boreholes, construction of pump houses, installation of transformers, building of new standpipes and laying of nine kilometres of pipelines, ensuring reliable daily water supply to the communities.
At the same time, rehabilitation works on the Sandema and Chiana water systems reached 98 percent completion. In Sandema, new boreholes were drilled, old pipes replaced, modern distribution networks installed and solar-powered pumps connected to a solar farm to ensure sustainable operations. In Chiana, a new high-level concrete reservoir, an office building and an additional borehole were constructed to strengthen water delivery. These interventions have significantly improved access to safe drinking water and enhanced the quality of life for thousands of residents.
The Ghana Water Limited (GWL) on the other hand, expanded access to safe drinking water across the Region by extending 64 kilometres of pipelines in communities around Bolgatanga and Navrongo. This has improved water flow and reliability for thousands of households. Three kilometres of old and weak pipelines were replaced with modern HDPE pipes, significantly reducing frequent pipe bursts and ensuring a more stable water supply.
Under the Water for Life Project, Ghana Water Limited (GWL) supported 800 low-income households in Bolgatanga and Navrongo by subsidizing water connection fees from GH¢1,600 to GH¢300 and from GH¢3,598 to GH¢1,890, depending on the distance from the connection point. This intervention made potable water more affordable and accessible. It was implemented between January to July, 2025.
Additionally, a special promotional subsidy enabled over 130 new households to secure water connections, while faulty meters were replaced to improve accurate billing and customer service. Currently, the GWL is running another subsidy dubbed Operation 1,000 Customers, where a rebate of GH¢600 is given to every connection. 650 applicants have been received under this, and 250 customers have been connected so far. This subsidy ends this January.
These interventions demonstrate President Mahama’s Government strong commitment to improving access to safe water and enhancing living standards across the Region.
ROADS
Distinguished Ladies and Gentlemen of the media, I am pleased to report that, unlike 2017, no road contracts have been terminated or placed on hold following the change in government in 2025. I can recall, the Bolgatanga–Bawku– Pulimakom Road project was suspended for over two years under the previous administration. This decision caused significant delays, as the contractor had to demobilize and relocate critical equipment from the site. Efforts are currently underway to ensure the contractor fully resumes work on the project.
FEEDER ROADS
Our administration believes firmly in the continuity of development and in honoring contractual obligations. In line with this commitment, a total of 273.35 km of feeder roads that were awarded across the region between March and December 2024, comprising 35 km of bitumen surfacing and the rest being gravel upgrades and spot improvements. The implementation of most of these projects started in 2025 and are still ongoing, with only 24 km completed so far.
In the last quarter of 2025 and this January, a total of 1,513 km of routine road maintenance, including culvert clearing, reshaping, and bush clearance, was awarded, with contractors now being deployed to the sites.
Additionally, estimates and designs for 347.59 km of feeder roads across the region have been prepared and submitted to the Ministry of Finance, pending commencement certificates.
URBAN ROADS
In 2025, the Department of Urban Roads also recorded significant progress in improving urban transport and drainage across the Upper East Region. A total of 56 km of roads were reshaped and graded, while 4 km of new road was opened at Nogsenia in Navrongo. Pothole repairs covered 6.77 km on key corridors, including Hospital/GRA Road, Soe-Hospital Road, and the Bolgatanga–Bawku Road. Upgrading works were completed on 3 km of urban roads at Tindonmolg–Sherigu, Ramsey Park Road, and MTN/Zongo Road. Drainage infrastructure was strengthened through the cleaning and desilting of 16.5 km of drains and the dredging of 9.48 km of earth channels, reducing flood risks. Traffic safety was enhanced by maintaining three traffic signals, constructing seven speed humps, and building three new speed ramps at MTN/Zongo Road, Daportidongo Road, and Tindonseo Loop. GHANA HIGHWAYS AUTHORITY
Throughout 2025, the Ghana Highway Authority (GHA) implemented critical road projects across the Upper East Region to enhance road safety, connectivity, and trade.
Significant progress was made on major corridors, including the Sumbrungu–Namong Road, where base works have been completed, drainage and seal works are ongoing, and overall progress has reached over 50 per cent.
On the Bolgatanga–Naga Road, 10km has been primersealed, 5km has been final sealed and base works is currently on-going.
The Navrongo–Naga Road is covering 39.5 km and undergoing subbase, base and primer-seal works.
Other key upgrading projects include the Bongo–Feo– Namong Road (20.2 km), the Chuchuliga–Sandema–Wiase Road (40 km), and the Sandema–Wiaga–Wiesi Road (10 km), all of which are underway. While resealing and regravelling activities are ongoing on the Missiga–Garu–Sissie Road. Rehabilitation works covering 26.2 km on the Bolgatanga– Bongo, Winkongo–Tongo, and Navrongo–Chuchuliga corridors have been substantially completed. In addition, drainage works, including a box culvert, were executed on the Chuchuliga–Sandema Road, while drainage improvements were also carried out on the Chuchuliga– Tumu Road under the Partial reconstruction works on the
Navrongo–Chuchuliga–Sandema Road
Under the 2025 programme, a total of 172 road projects covering 990.85 km are being implemented across the region. This includes 7 upgrading projects (144.6 km), 3 partial reconstructions (50.2 km), 1 resealing project (5.65 km), and 6 regravelling projects (30.5 km), all ongoing. Forty (40) critical drainage projects covering twenty-four (24) were completed under the 2024/2025 programme, while 27 pothole patching projects covering 95 km are in progress, with 8 already completed. Additionally, 88 reshaping projects covering 664.9 km have been executed, with 50 completed.
Ghana Highway Authority, Upper East Region has two (2) of the government flagship projects (BIG-PUSH). The project are Partial Reconstruction of Navrongo – Chuchuliga – Tumu Road (34.23km), including Partial Reconstruction of Navrongo – Chuchuliga – Tumu Road (16.km) and Partial Reconstruction of Navrongo – Chuchuliga – Tume Road (27.km).
Critical Drainage works varying from 40 to 90m were undertaken at various location. Out of Forty (40) Lots, twenty-four (24) has been completed, twelve (12) on the Bolgatanga – Bongo Road, Six (6) on the Akankuss – Yikine Road, two (2) on the Gowrie Road and four (4) on the Pwalugu – Bolgatanga Road.
We remain committed to completing all ongoing projects and scaling up road works in 2026 with plans to rehabilitate and asphalt more roads, construct culverts and drains, install road signs and maintain traffic signals. This demonstrates our commitment as a government to improve road connectivity, stimulate economic growth, and enhance the quality of life for the people of the Upper East Region.
JOB CREATION AND SKILLS DEVELOPMENT
Under the National Apprenticeship Programme being implemented by the National Youth Authority, the Upper East Region has recorded impressive progress in youth skills development. A total of 244 master craftspersons have been recruited to train 1,220 apprentices across the Region, with each master trainer mentoring five apprentices. Government is fully covering the cost of training, which ranges from GH¢1,500 to GH¢4,000 per apprentice depending on the trade area, easing the financial burden on parents. Payments to master craftspersons are expected to be completed by the end of January 2026, while arrangements are underway to introduce stipends for apprentices.
Most beneficiaries are in garment making (42 percent) and hairdressing (18 percent), with the remaining 40 percent spread across other vocational trades. Tools are also being distributed nationwide, with the Upper East Region expected to receive its share before the end of January. The programme has achieved wide coverage across all districts, with Bawku Municipal and Bolgatanga Municipal recording the highest enrolments. This initiative demonstrates Government’s strong commitment to youth empowerment, skills development and job creation across the Region.
Under the Youth Employment Agency, a total of 1,953 young people have been recruited in the region. This includes 893 Community Police Assistants, 280 Fire Service Assistants, 393 Community Medical First Responders, and 387 Prisons Service Assistants. They have been deployed across all 15 districts. Each will receive a monthly stipend of GH¢800, with Police and Fire Service Assistants having received two months’ payments.
Under the skills development, a total of 2,025 young people have been recruited and are currently undergoing training in various trades, including carpentry, masonry, POP works, hairdressing, welding, sewing, auto mechanics, plumbing, electricals, ICT, and catering, among others.
Besides these interventions, the Adwumawura Programme, which was launched in April 2025 by His Excellency the President to tackle youth unemployment and foster entrepreneurship, has recruited a total of 627 beneficiaries in the region. All beneficiaries underwent a five-week intensive training programme. Their business proposals are currently under review for the disbursement of funds.
SPORTS DEVELOPMENT
The Regional Coordinating Council (RCC) under my leadership has supported the National Sports Authority in the region to successfully host a regional boxing competition on the 1st of this month. This competition involved participants from the Northern, Upper West and Upper East Regions. A total of twenty-six (26) young boxers competed in thirteen (13) bout categories, ranging from bantamweight to heavyweight. The Upper East Region emerged outstanding, winning seven (7) gold medals and two (2) silver medals. This landmark event marked the first organised boxing competition hosted in the region since 2009.
In addition, the RCC also enjoys the support of football legends such as Abedi Pele and other sports stakeholders from the region to lobby the Ministry of Sports for the provision of modern sporting facilities. This initiative forms part of a broader strategy to revive sports development, nurture young talent, and promote healthy lifestyles across the region.
Distinguished Ladies and Gentlemen of the Media, I cannot conclude without providing an overview of key development projects currently being implemented under the leadership of our Municipal and District Chief Executives to drive development across their respective jurisdictions, in line with the resetting agenda of His Excellency the President. I will therefore present a brief bird’s-eye view of the general progress being recorded across the Region by our Municipal and District Assemblies.
BONGO DISTRICT ASSEMBLY
- Drilling of boreholes at Kunkua, Tingre, Nayire-Doone, Vea-Tanseke, Kadare, Lungu, and Amanga. All these are completed and put to use. Notably, these boreholes are fluoride-free, ensuring the provision of safe and potable drinking water to the beneficiary communities. Additionally, drilling works at Gorigo and Bogrigo are ongoing and have reached approximately 60% completion.
- Construction of a Kindergarten (KG) Block at Adaboya–
Tindonboko about 60% complete
- Renovation of Assembly Block A which has not seen renovation for a very long time. This is about 45% complete
- Construction of a 3-Unit Classroom Block at Namoo–
Doone about 45% complete
- Construction of a CHPS Compound at Akanaaba, 70% complete
- Construction of a 6-Unit Classroom Block at Apuwongo– Zui, 37% complete
- The Assembly, through the Hon. Member of Parliament’s share of the District Assemblies Common Fund (DACF), disbursed a total amount of GH¢116,000.00 as medical support to 245 beneficiaries. Additionally, the Assembly provided financial assistance to 300 students towards the payment of school fees, amounting to GH¢267,500.00.
In terms of collaboration and partnership, the Assembly, with support from the Coastal State Stability Mechanism (CSSM) has undertaken the following interventions:
- Donated ten (10) motorbikes to the Ghana Police Service in Bongo to enhance security operations.
- They also supported in installing 111 streetlights in Bongo-Soe and Zorkor
- Donated a generator and learning equipment to the Bongo Technical Institute to support technical and vocational education.
- All is set for the renovation of the Bongo District Police Station and the Adaboya CHPS Compound, as well as the construction of a new CHPS compound at Asologo. Additionally, WASH facilities will be provided at the Lungo, Beo-Tankoo, and Kadaare CHPS compounds to enhance healthcare delivery and improve access to primary health services. All these interventions are being implemented under the CSSM partnership.
- The Assembly in collaboration with the Water Resources Commission has just handed over site for the construction of a modern toilet and laundry facilities at the Bongo Market to promote public health and environmental sanitation.
With respect to legacy projects, I am pleased to note that the Assembly has continued the construction of the four-storey Office Block Complex, which commenced in 2008 but was subsequently abandoned. I commend the District Chief Executive for demonstrating leadership and commitment in reviving this important project.
BAWKU MUNICIPAL

KASSENA-NANKANA MUNICIPAL ASSEMBLY
- Construction of a CHPS Compound with Accommodation, OPD, Dispensary and Furnishing at Pinda CHPS at gable level.
- Construction of a 2-Unit KG Classroom Block with Urinal, KVIP, Teachers’ Common Room and Headmaster’s Office at Navro-Pungu, roofed and plastered.
- Construction of a 3-Unit Classroom Block with Urinal, KVIP, Teachers’ Common Room and Headmaster’s Office at Aforigabisi at gable level.
- Completion of a 6-Unit Classroom Block, 4-Seater KVIP, 2-Unit Urinal and a Changing Room at Nawognia Primary School, at the plastering stage.
Several other priority projects are also at various stages of procurement.
These include the drilling and installation of hand pumps on ten boreholes at Manyoro Primary, Nayagnia, Pungu, Kapania, Yorigo Atizigibisi, Natugnia Gerebisi, Gumongo, Pinda, Gia-Nao, as well as the mechanisation of two additional boreholes with 10,000 litres overhead polytanks capacity at Telania and Kologo, to improve access to safe water.
The Assembly is also in the process of supplying furniture to deprived schools across the Municipality to enhance teaching and learning. In addition, arrangements are underway to complete a three-unit classroom block with office, store, sanitation facilities and school furniture at Yua under the legacy projects, aimed at improving the learning environment for pupils.
KASSENA NANKANA WEST DISTRICT ASSEMBLY
- Completion of a 6-unit classroom block with office and store at Akamoh Primary School in Kandiga-Akamoh, completed and put to use
- Rehabilitation of a six-unit classroom block with office and store at Bugsongo Primary School, about 75% complete

However, under the legacy projects, the Assembly has successfully completed the construction of the District Coordinating Director’s bungalow at Zaago, fully furnished and complemented with a perimeter fence and a mechanised borehole to ensure reliable water supply.
The District Assembly building is also being rehabilitated to improve the working environment for staff and enhance service delivery to the public.
BOLGATANGA EAST DISTRICT
- Construction of a 3-Unit Classroom Block with ancilliary facilities at Dachio-Tenganoore and Bosiya, both about 50 per cent complete
- Construction and furnishing of a CHPS Compound with Nurses Accommodation at Kantia, about 20 per cent complete
- Drilling and construction of a chain-link fence overhead tank tower and mechanization of 2No Boreholes using Solar Energy at Zuarungu and Zonno ICT Centre, contractor mobilizing to site
- Drilling and installation of 8No Boreholes with handpump at Bosiya, Kumbisigo, AtenlebnebisiMoshie, Zua-Chief Palace, Zua-North, ZuarunguMoshie, Yarigabisi-Asogrobisi and Zemasa, drilling stage
- Drilling and mechanization of 5No. boreholes at Dulugu, Dachio, Kumbosigo, Dubila and Kunkua. Just handed sites to the contractor

As part of efforts to address legacy projects, the Assembly has handed over site for the completion of 13No boreholes earlier drilled by the Northern Development Authority but left unfinished. These boreholes are to be fitted with hand pumps to provide safe drinking water to beneficiary communities, including Kangoo, Dabore, Asonge, Gambibgo One and Two, Gonno, Katanga One and Two, DachioTengane, Yarigabisi-Gongabisi, Moshie-Zongo, Central Mosque, Kunkua and Dubila.
In addition, rehabilitation and furnishing works on the District Coordinating Director’s bungalow at Kumbosigo is also about 90 percent complete.
The Assembly, in partnership with the National Health Insurance Authority, is also constructing and furnishing a new NHIS office at Zuarungu to improve service delivery. It is about 70 % complete.
The Hon. Member of Parliament for the Bolgatanga East, Hon. Dominic Akuritanga Ayine has personally supported development by constructing an Astro-Turf pitch at Zuarungu to promote sports and youth development.
BUILSA SOUTH
- Construction and furnishing of a CHPS Compound at Banyangsa at roofing level
- Construction and furnishing of a 3-Unit Classroom Block at Piisa-Gobsa at lintel level

CONCLUSION
Government is a continuum, and we fully acknowledge that progress is built on the efforts of successive administrations. However, continuity does not mean we should ignore the failures of the erstwhile Akufo-Addo administration, under whose watch our collective national gains suffered serious setbacks in critical sectors such as education, decentralisation, security, economic stability, and leadership.
Nowhere was this failure more evident than at the Tono Irrigation Scheme, where farmers were held to ransom as a result of power struggles within ICOUR. Operations were frustrated, livelihoods were threatened, and agricultural productivity declined. This was nothing short of a betrayal of our hardworking farmers who depend on agriculture for survival.
Our current administration is determined to restore confidence in public institutions, strengthen governance structures, and ensure that no individual or group is allowed to hijack state assets or exploit hardworking citizens for personal interest. This forms a core part of our broader reset agenda to safeguard the national interest and promote inclusive development. Our reset agenda is fundamentally about restoring discipline, accountability, and leadership that truly serves the people of the Upper East Region and Ghana.
The Mahama-led administration stands firmly with our farmers, teachers, market women, students, and indeed all citizens. We are rebuilding what was damaged and ensuring that the Upper East Region is no longer treated as an afterthought, but rather recognised and positioned as a strategic contributor to national development.
The media plays a pivotal role in advancing our democracy and development agenda. Through accurate, timely, and insightful reportage, you ensure that citizens remain wellinformed, engaged, and empowered. Your work serves as a critical tool for accountability, promotes transparency, and strengthens public trust in governance. I therefore encourage sustained collaboration between my office and the media to amplify the successes of the Region, highlight emerging challenges, and collectively contribute to sustainable development.
In closing, I wish to reiterate that the progress achieved thus far is a product of collaboration, dedication, and a shared commitment across all sectors of society.
