Gov’t to construct Navrongo-Chiana-Tumu road under Big Push Programme – Finance Minister

According to Dr. Forson, the government has submitted a list of 24 priority infrastructure projects, including the Navrongo-Chiana-Tumu and Bolgatanga-Bawku-Pulmankom road projects, to the International Monetary Fund (IMF) and bilateral creditors for funding support.

Government has announced plans to resume and complete the construction of the Navrongo-Chiana-Tumu road under its ambitious Big Push infrastructure programme.

This was revealed by the Minister for Finance, Dr. Cassiel Ato Forson, during the 2025 Mid-Year Budget Review presentation on the floor of Parliament.

According to Dr. Forson, the government has submitted a list of 24 priority infrastructure projects, including the Navrongo-Chiana-Tumu and Bolgatanga-Bawku-Pulmankom road projects, to the International Monetary Fund (IMF) and bilateral creditors for funding support.

“Following the extensive engagement, government has submitted the priority list of 24 projects to the OCC and the IMF.”

“This is expected to trigger resumption of disbursement for projects on the priority list upon the signing of bilateral agreement between Ghana and the creditor countries.

“We aim to ensure that all the priority projects are completed and commissioned by the end of 2028,” – Dr Forson stated.

He explained that the interruption in financing occurred during the tenure of the immediate past New Patriotic Party (NPP) administration, following challenges related to debt servicing and fiscal constraints.

To address this, the government, as part of ongoing bilateral debt restructuring negotiations, has submitted the 24 uncompleted projects for reconsideration to allow the resumption of funding.

“The resumption of disbursement for the projects and its associated debt service are fully in line with our commitment under the bilateral debt restructuring and IMF program.”

“There is no room for an increase in scope for any of the project in the priority list as agreed upon at the IMF and OCC. Implementing agencies must take note and comply accordingly.” Dr Forson explained.

The Navrongo-China-Tumu road, once completed, is expected to boost transportation, improve access to markets, and strengthen regional connectivity in the Upper East and Upper West regions.

Similarly, the Bolgatanga-Bawku-Pulmankom road is a strategic route that facilitates cross-border trade with Burkina Faso and Togo.
