CAGD clarifies payroll processing for promoted teachers
CAGD says 6,079 promotion cases have been processed, while outstanding documents from GES are delaying other salary adjustments.

The Controller and Accountant-General’s Department (CAGD) has clarified that delays in placing some promoted and upgraded teachers on their new salary scales are largely linked to outstanding documentation from the Ghana Education Service (GES).
The clarification follows concerns raised by teacher unions, including the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT) and the Pre-Tertiary Teachers’ Association of Ghana (PRETAG), over alleged delays in processing promotion-related salary adjustments.
In a statement, the CAGD explained that Ghana’s public payroll system operates through two main platforms: the Human Resource Management Information System (HRMIS), managed by the employer or management unit such as the GES, and the Integrated Personnel and Payroll Database 2 (IPPD2), managed by the CAGD.
The Department said under the established procedure, the employer is responsible for initiating and effecting promotions in the HRMIS before submitting the necessary documentation to the CAGD for validation and payroll processing.
These documents include a duly completed promotion or change-of-grade input form signed by authorised officials, as well as a copy of the promotion or upgrading letter issued to the affected employee.
According to the CAGD, the documents are essential safeguards designed to prevent fictitious salary adjustments and irregular payments.
The Department said at a meeting held on August 31, 2026, involving the Deputy Minister of Education, representatives of the teacher unions, the Director-General of the GES and his team, the Controller and Accountant-General and his team, it was agreed that the GES would provide the CAGD with the master list of promoted staff, promotion letters and completed input forms.
The CAGD said it subsequently received 6,079 completed input forms from the GES, which were submitted and validated for processing.
It said the valid cases were processed and the affected teachers were paid their promotion arrears, effective January 1, 2026, as part of the September 2026 salaries.
The Department therefore emphasised that it has processed every valid case received from the GES.
It said, however, that as of September 22, 2026, the GES was yet to submit the required documentation, including corresponding promotion letters, for some cases out of an expected total of 58,620 promoted staff.
The CAGD stressed that it can only process promotion-related salary adjustments after receiving and validating the required documentation from the employer.
It said transactions without the requisite documentation would remain suspended until the outstanding documents are submitted and duly validated.
The CAGD assured teachers and other stakeholders in the education sector of its commitment to the timely and accurate payment of legitimate salaries, allowances and promotion arrears.
It also urged the Ministry of Education, GES, teacher unions and other stakeholders to work collaboratively to resolve outstanding payroll issues and avoid statements that could cause public anxiety or misrepresent the Department’s role in payroll administration.
